ABOUT THE POSITION

NOTE: This recruitment is open on a continuous basis and may close without prior notice. Testing will be conducted based on a reasonable pool of qualified applicants.

The Library Aide positions are utilized throughout the City of Downey Library and may be assigned as Shelver, Computer Aide, Circulation Aide, Technical Services Aide, Workshop Aide and Programming Aide.

The Downey City Library is a community centered public library committed to serving the informational, educational and recreational needs of the residents of Downey. The Library is open to the public 54 hours per week (Monday-Saturday). The Library offers a wide variety of materials, programs and services to individuals of all ages.

Working Hours: The Library is currently open Monday through Thursday 10:00 a.m. to 8:00 p.m., Friday and Saturday 10:00 a.m. to 5:00 p.m. and closed on Sunday and Holidays. Work schedules may vary per week which may include evening and Saturday hours. Incumbents must be able to work an average of twenty-four (24) hours in the morning/ afternoon/ evening and on rotating Saturdays.

NOTE: Temporary/Part-time appointments do not qualify for City benefits, except for those required by law. The City does not belong to the Social Security system; however, enrollment in an alternative retirement program is mandatory which requires an employee contribution of 7.5% of base earnings. The City contributes 2.5% and the employee contributes 5% of base earnings.

Certain City operational budgets may not include funding for mandated CalPERS employer contributions; therefore, a qualified candidate who is a current member of CalPERS may be restricted from temporary/part-time employment with the City of Downey.

There are no rights to employment and employment may end with or without cause or advance notice.

Part-Time shifts may not exceed 999 hours on a fiscal year basis (July 1 through June 30).

EXAMPLES OF ESSENTIAL FUNCTIONS

The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification. Depending on assignment, duties may include, but are not limited to, the following:

  • Register library patrons
  • Enter and/or modify patron data in library automated circulation system database.
  • Handle basic library circulation transactions using automated system (or manual backup procedures) as needed for all applicable operations such as checking library materials in and out, handling fees, overdue fines, lost and paid transactions, clearing or adjusting patron's online file, arrange books in correct order on book trucks.
  • Answer directional questions.
  • Answer and properly handle incoming calls on a multi-line telephone system.
  • Perform technical services assignments such as book acquisitions, collection and database maintenance activities; typing assignments and filing.
  • May perform public counter duties in Library Audio & Visual Section.
  • May perform start-up and shut-down procedures for Library's mini computer system.
  • Perform other related duties as assigned.
Library Aides assigned in the (Computer Lab) may perform the following:
  • Assist the public with using the computer work stations and printers.
  • Assist the public in using the Microsoft Office Suite and the Internet.
  • Clean and maintain computer equipment.
Library Aides assigned as a (Book Shelver) may perform the following:
  • Shelve books, magazines, newspapers and audio visual materials accurately and independently for extended periods of time;
  • Assist patrons with standard library equipment such as change machine and copiers;
  • Empty and sort materials from the book drop, maintain library shelving in proper order and maintain general appearance of the library.
  • Assist in the set-up for meetings and programs
Library Aides assigned as a (Circulation Aide) may perform the following:
  • Register patrons, enter patrons in automated circulation system, checks material in and out, sensitizes and desensitizes materials;
  • Handle overdue fines accept fees and check returned materials for damage; arrange books in order to be shelved and answer the telephone
Library Aide assigned as (Technical Services Aide) may perform the following:
  • Receive and process library materials
Library Aide assigned as (Programming Aide) may perform the following:
  • Assist in craft and program preparations
  • May lead the implementation of established programming
Library Aide assigned as (Workshop Aide) may perform the following:
  • Assist members/visitors with basic to advanced questions regarding Workshop hardware, software, equipment, devices and research needs
  • Provide and assist with maintenance, troubleshooting and inventory control
  • Provide and coordinate workshops, outreach, basic orientation, and instruction for in-house and online library resources
Library Aide assigned as (Monitor) may perform the following:
  • Monitor library entrance and lobby to encourage appropriate behavior
  • Direct patrons to library areas and resources
  • Encourage library users to utilize the reference or children's desks for their inquiries
  • While monitoring library, clear tables and straighten chairs

QUALIFICATIONS

Any combination of education, training and work experience to demonstrate possession of the knowledge, skills and abilities to successfully perform in the position is qualifying. A typical combination is as follows:

Education: High School graduate or equivalent desired.

Experience: No experience is required.

Previous library, customer service, providing information to the public or clerical experience is desirable.

  • Must be at least 15 1/2 years of age. Applicants less than 18 years of age are required to provide a work permit at the time of hire.

Knowledge of: Alpha numeric filing procedures; general office methods, practices, customer service, and procedures; basic elements of good English usage and spelling, basic arithmetic, familiarity with books and library system.

Operations of an instructional computer lab; computer hardware, software, computer terminology and procedures. Basic record keeping techniques and methods of providing assistance to learners. Proficiency and experience using internet, search engines and other web-based programs.

Ability to: Communicate clearly and effectively both orally and in writing; work independently with limited supervision for extended periods of time; maintain effective relationships with public and staff; understand and follow oral/ written directions; work cooperatively with others; learn and interpret rules and regulations; understand and carry out oral and written directions; perform a variety of office clerical tasks with speed and accuracy such as checking, coding, sorting, filing, record keeping and basic math; learn computer data entry and retrieval, possess proficiency in Microsoft Office applications, including Excel and Word, plus Internet Explorer.

Bilingual skill in Spanish/English is desirable.

ADDITIONAL INFORMATION

Physical Abilities and Work Environment: Work is performed in an office setting/library environment and requires sitting and/or standing for prolonged periods of time, and the use of a personal computer, including keyboard and screen. An incumbent interfaces with the public in person. An incumbent may push/pull a book cart weighing up to 180 pounds, twist, squat, bend, stoop, walk, climb a ladder or step stool, reach, lift, and move library materials and other related items weighing up to 25 pounds.

Applicants who most closely match the desired qualifications will be invited to participate in the examination process which will consist of the following components:

An appraisal examination weighted 100%. The appraisal examination may consist of performance testing and an oral interview to assess the applicant's knowledge, education, experience, and general ability to perform the essential functions of the position.

Candidate(s) who complete testing with acceptable results will be considered by the Department hiring authority. Prior to an employment offer, a comprehensive background investigation is conducted, including fingerprinting. A pre-placement medical exam, including a drug screen will be conducted upon issuance of a conditional offer of employment. A Tuberculosis clearance is required for initial and continuing employment.
